My understanding is also same as yours; upto secondary education according to the constitution of India I am told the responsibility is that of the state concerned and most states do not interact horizontally.

The projects I am a part of are situated in two states and the NGOs I work with have an established record of credible verifyable successes as I find out each year on my India Yatras.

Reforming education requires initiaitve that have received the states approvals and the NGOs I work with have by now established credibility with their state representatives so that they have a fair chance of any project they undertake with cooperation form the state authorities.

In spite of known corruption issues some how the NGOs have managed the projects I contribute to very effectively.

I do not know about other parts of India but in West Bengal, the state government pays the salaries of all teaching and non-teaching staffs in every schools, even for the Madrasas and Christian or Hindu religious schools.
Government has its own schools, which are the best, in every sub-divisions. Howver, the municipal schools, meant for the poor, scheduled castes, tribes, are not attended by the students, as they have no culture to have education. My self and my family members have tried to keep little boys from the scheduled caste/ tribal family with us and send him to school, but when they become about 10 years old, their parents would take them away to work as labourers in Brick factory or Biri factory.
Other schedules caste/tribals do not stay in the school beyond the age of 6-7.
Thus, only the educated Bengali population of our state ( about 75 percent) send their children to school. Due to the largescale immigration from East Pakistan and Bangladesh( Muslims), Nepal ( Gurkhas), Bihar, Uttar Pradesh, Orissa, about 25 percent of the population in West Bengal are still uneducated.
Thus, it is not the money itself( mony is very important), but the culture of the family is the most important factor.

Possible solution: Let local panchayats take control of government schools and force government to pay teachers salaries after it is collected from the government to teachers who attended schools regularly.

Absentiee teachers should not get paid.

Let local NGO institute reforms after imarting teachers with required training as suggested in my previous article.

Rural poor youth wants to learn technologies that can help them earn a living as fast as they can to support families. They are not interested in British Raj model education for the production of "the clerks" for the babus.

India has government financed rural schools that need to be better managed locally and its programs improved to get teachers interested in imparting "True Education."

BTW, are you an urbanite or resident of a rural community?

These are two parallel worlds; once has joined the flat world and other is struggling to leave behind unflat world they were born in for generations.

People are poor because they cannot afford education. So they stay poor.
How many parents can send their sons or daughters to IIT knowing that it will cost more than Rs. 1.5 Lakh per year or to IIM, knowing that it will cost more than Rs.12.5 Lakhs per year.
80 % of the population of India earns less than Rs. 7500 per year. Thus, education in India is only for the rich.
